CDPAP Transition to PCA HHA

How CDPAP Changed?

The New York Consumer Directed Personal Assistance Program (CDPAP) began in the 1980s to give disabled and chronically ill individuals more control over their home care, expanding statewide in 1995 and becoming a Medicaid program in 1996. Once hailed for empowering patients, it now faces backlash after the Department of Health chose Public Partnerships Limited (PPL) as the sole fiscal intermediary. This centralized move undermines care quality, raises costs, and strips away the local control and consumer choice the program was built to protect.
